Birth time helps identify the ascendant, house placements, and timing-sensitive factors. If the time is approximate, say so. An honest approximate time is better than a false exact time.
When birth details are unavailable
Some rituals can still be performed with name, family lineage where known, current location, and intention. The sankalpam can be made without a complete birth record, but the team should know what is missing.
